He is a Systems Engineer from the Instituto Tecnológico de Santo Domingo (INTEC) with a Master's Degree in Electronic Commerce from APEC University and a Master's Degree in Cybercrime Investigation and Digital Forensics from the University of Dublin, Ireland. He teaches in the Master's Degree in Cybersecurity at the Instituto Tecnológico de Santo Domingo (INTEC).

Member of the National Police of the Dominican Republic since 1988, currently with the rank of General, occupying positions such as Commander of the Department of Investigation of Crimes and High Technology Crimes (DICAT), Director of Planning and Development and Inspector General among many others.

• He participated in the drafting of the Bill against Crimes and High Technology Crimes, today Law 53-07, the National Cybersecurity Strategy, the draft Law on Personal Data Protection and the draft Law on Cybersecurity Management.
• Delegate of the Dominican Republic to the Committee of the Budapest Convention on Cybercrime.
• Vice-President for GRULAC of the Ad Hoc Intergovernmental Committee of Experts for the Elaboration of a Comprehensive International Convention on Combating the Use of Information and Communication Technologies for Criminal Purposes" of the United Nations (UN).
